Sealed Bids will be received at Rensselaer City Hall, located at 62 Washington Street, Rensselaer, New York 12144 until 3:00 P.M. local time on Tuesday, November 14, 2023. Bids will be opened and reviewed publicly for:

 

NEIGHBORHOOD SAFE PARKS IMPROVEMENT PROJECT PHASE 1- PLAYGROUND EQUIPMENT INSTALLATION CITY OF RENSSELAER, NEW YORK

 

The work includes, but is not limited to, the installation of new playground equipment at four (4) parks within the City of Rensselaer, including Riverfront Park, Tracy Street Pocket Park, First Street Pocket Park, and Plum Street Pocket Park.

 

The Project start date will be on or about Tuesday, November 28, 2023. The Project shall be substantially completed on or before Wednesday, May 15, 2024. The Project shall be completed on or before Wednesday, May 30, 2024.

 

Bids will be received for a Single Prime Contract. Bids will be received on a lump sum basis, with alternates. Bids should not include sales and compensating use taxes on materials incorporated into the work.

Bids actually received by mail or by hand after the appointed time on the date specified shall be rejected, notwithstanding that such Bid may have been placed in a mail box or other mail receptacle regularly maintained by the United States Postal Service before such time, and ordinarily in sufficient time to have been delivered on time.

 

Bid security in the amount of 5% of the Bid must accompany each Bid in accordance with the Instructions to Bidders.

 

The successful Bidder will be required to furnish a performance bond and a payment bond, each in the amount equal to 100% of the contract price.

 

Drawings and Specifications may be examined on and after Tuesday, October 24, 2023 at C.T. MALE ASSOCIATES, 50 Century Hill Dr., Latham, NY 12110, tel. (518) 786-7400 from 7:30 AM to 4:00 PM Monday through Friday. Documents may also be examined at Eastern Contractors Association, Inc., 6 Airline Dr., Albany, NY 12205, tel. (518) 869-0961, from 8:00 AM to 5:00 PM Monday through Friday, at Dodge on-line only at www.construction.com, and at Construction Market Data, online only at www.cmdgroup.com.

 

Complete sets of Bidding and Contract Documents, in electronic format, may be obtained at no charge from the Engineer, C.T. Male Associates, Engineering, Surveying, Architecture, Landscape Architecture & Geology, D.P.C. Only those Contract Documents obtained in this manner will enable a prospective bidder to be identified as an official plan holder of record. Contract Documents obtained from other sources may not be accurate or may not contain addenda that may have been issued. Hard copies of the Bid Documents and CDs containing the bid documents will not be provided.

 

There will not be a Pre-bid Conference.

 

Bidders on this work will be required to comply with the requirements of the New York State Office of Community Renewal and the Community Development Block Grant Program as defined in the Bidding and Contract  Documents.

Any contract or contracts awarded under this Invitation for Bids are expected to be funded  in part  by a grant from the NYS Office of Community Renewal under the Community Development Block Grant (CDBG)  Program awarded to the State by the U.S. Department of Housing and Urban Development (HUD). Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resulting contract. This procurement will be subject to regulations contained in 2 CFR Part 200 and 24 CFR Part 570, as applicable to this CDBG-funded project.

 

The City of Rensselaer reserves the right to waive any informalities or irregularities in the Bids received, or to reject any or all Bids without explanation.
