In recognition of 211 Day, United Way of New York State and 211 NY are partnering with the NYS Empire State Development ConnectALL Office to help New Yorkers access low-cost home internet under the recently implemented New York State Affordable Broadband Act (General Business Law Section 399-ZZZZZ).

This legislation is the first in the nation to formally recognize home broadband as a basic utility that must be affordable for low-income households. Under the Affordable Broadband Act (ABA), income-qualified households can enroll in home internet service for $15–$20 per month, inclusive of fees and taxes.

Who qualifies?
Households may be eligible if they participate in one or more of the following programs:

  • Free or reduced-price lunch (National School Lunch Program)
  • SNAP (Supplemental Nutrition Assistance Program)
  • Medicaid
  • Senior Citizen Rent Increase Exemption (SCRIE)
  • Disability Rent Increase Exemption (DRIE)
  • HEAP or another utility affordability benefit

In addition to raising awareness, 211 is screening callers for eligibility and providing enrollment navigation support by appointment. Residents can dial 211 to learn more and get assistance.

CDRPC will continue to monitor broadband access initiatives and share updates relevant to the Capital Region!
